| Collective forest reform has started a pilot in Liaoning Province since March2005, to fully carry out in November. The reform of collective forest rights in Liaoning Province is a long period of exploration and practice, also needs to continue to deepen, to regulate and to improve. This article is a investigation of the reform of collective forest right system in Beipiao, Liaoning Province, aimed at understanding Liaoning Province’s collective forest reform situation, the changes of the rural households income, as well as the needs and evaluations of the reform of collective forest rights, thus to provide the basis for the adjustment of the forest reform policies.In2010, through field visits and surveys of50rural households in Beipiao, Liaoning Province, the author obtained the basic data of the farmers income before and after the collective forest reform. According to the survey data in Beipiao, Liaoning Province, the author summarized statistical descriptions of the farmers’main features, the local collective forest right system reform, the livelihoods of rural households, the farmers’ income changes before and after the reform of collective forest right system, and the cognition and evaluation of the farmers’ on the reform of collective forest right system. Then the author gave a further empirical study on the impact of the collective forest right system reform on famers’ income, using a Probit econometric model to analyze the influence.Conclusion includes:The reform of collective forest rights has a significant effect on farmers’ forestry income. Forestry income accounted for the proportion of the total income of the farmers increased. The status of forestry production improved. Farmers’ understanding of the forest reform policies and whether to have the woodland entitlement certificate are important positive factors affecting the effectiveness of forest change. Farmers’ whether to join the forestry cooperation organizations has a significant effect on the effectiveness of forest change. |
