Small family business has been questioned; On the other hand, lots of the rural land is under erosion and there are many areas of cultivated land which has been given up for farming and desertation, the investment enthusiasm of farmers is decline significantly. According to these two actual contradictions above, China’s current rural land policy has become to be extending the land contracting period for the farmers and giving premition to the transfer of contracted management of land. Therefore, during recent years, how to let the farmers increase the enthusiasm of land investment, and solve the problem of discontinue farming are the the goals of the state formulates and rural land policy. Our counrty execution it by strengthen the ownership, stable the right of agriculture-related contract right as long as lighten the burden of farmers.Governance is social management way through a variety of dialogues, coordinations, cooperations between the profit-related groups and looking forward to achiving the rational development and utilization of public resources, making up a deficiency due to the supplement of market exchange and government regulation of top-down and finally obtain win-win comprehensive. Governance has the right to force people to obey the formal system and rules, also includes all kinds of formal system and arrangement people comply with its interests. In this definition, people must realize governance is not a set of rules, not a kind of activity, but a process; Governance does not based on process, but coordination:governance involve both public sector and private sector; Governance is not a formal system, but continues interaction.At present, many research are about agricultural land circulation and rural labor transfer combining, researches about the governance concept are mostly the conbination of public participation and urban planning, but governance concept used in agricultural land circulation has not been reported in the literature. As is known to all, agricultural land circulation need to invest a lot of money, and it is difficult to solve all the problems using only market competition; when inadequate information construction period brings "delay", the market could not adjust quickly. In the pracyice of Agricultural land circulation, how to make agreement between all profit-related groups identity, it depends on the governance concept grasp and operation.Through resching the necessity of governance concept of agricultural land circulation using the perspective of Game Theory and using Chong Qing area as an example of peasant household survey based on agricultural land circulation analyzes the influencing factors, it shows how necessary it is to construct a governance concept based on the agricultural land circulation pattern.The introduction of the governance concept provide us a new way in agricultural land circulation mechanism. Governance plays a positive role in guiding the western public action management.
