The right of housing is a basic right among the citizens, it is anindispensible, political and legal responsibility for a nation torespect, realize and protect the housing right of its citizens. Hence,our country have constructed the system of housing securitymainly based on the system of low-rent housing, affordable housingand housing fund. However, the development of the very threesystems is not satisfying, actually, there are so many problems inreality, thus causing the problem of Sandwich Layer.Sandwich Layer which is a special group is proposed, the reasonwhy it is special is that as the development of housing market, theycannot afford to buy a house by the way of market andguaranteeing.Therefore, how to provide support of housing security for thosewho cannot comply with the criteria of low-rent housing securityand afford to buy affordable housing and who cannot reach theapplication criteria of the affordable housing and afford to buy ahouse according to the housing price in the market is a significantlivelihood issue to be solved urgently by the government. Above all, this thesis is conducted based on the empirical method,studying the housing security issues of group of sandwich layer in the town ofShan Xi Province, analyzing its effect and situation in the town about theconduction of housing security at present, pointing out further that we shouldconstruct the guaranteeing form and norm of low-rent housing in the town ofShan Xi province and that guarantee the system of housing fund to promotethe sustainable development in housing security of the group of sandwichlayer in the town of Shan Xi Province, all of which will play a vital role for thegovernment in providing housing security policies and promoting thedevelopment of system of housing security in the town of Shan Xi Province.
