Communication industry is of two basic characters:service-type and knowledge-and-technology intensive and, thus, need excellent human resource systems. The increasing market competition and the ongoing reformation in telecommunication system require Q city mobile Co. to realize the importance of human resource construction, and to take it as one of company’s development strategy. The key actions proposed from Q branch’s administrative concern three aspects:the human resource plan, the implementation of effective employee competition strategy, and the maintenance of competition advantage. This paper aims at rendering an idea for the construction of scientific human resources and eventually enhancing the competition capability of enterprise by studying the outline of human resources in Q branch.Based on the actual situation of human resource management and the present theories of interest, the human resource plan in Q branch is studied. Market questionnaire together with actual survey is carried out to collect original data and materials. Various demand-and-supply routes are applied, and the research involve quantitative and qualitative methods. Theories and practice is successfully combined in this thesis.The thesis constitutes six chapters. The first chapter is to introduce research background and importance as well as the framework of the thesis, and the second concerns the conventional theories and methods of human resources. The third one involves the present situation and challenge in human resource management in Q branch. The distribution of degree, age and expertise as well as technical specialty and capability is focused. It is pointed out that the lack of human resource development strategy and scientific plan and design, the imperfection of staff growth mode, and the weakness of staff’s training and the development of distinguished employees are main obstacles. The forth part involves the prediction of human resource demand and supply of Q branch. The obtained materials are used to comprehensively analyze the balance between demand and supply. The fifth part proposes the plausible actions for the human resource plan of the local company including the optimization of organization and departments, the perfection of staffing, the introduction of distinguished employee, the construction of training system, the improved management of achievement and performance, the utilization of incentive mechanism. The last part is the conclusion and summary.The studies would benefit the formalism of human resource strategy and policies and render the scientific evidence for the development of Q Branch. The results apply to guide the human resource management to improve the prospective and effectiveness of managements.
