In recent years, the global economy continues to recover, but the slower pace of weak economic growth in developed economies, China’s national economy continued to grow, but the overall growth is slowing, the pressure of inflation is appeared. With the lessening in incremental market and the saturation in stock market, the growth rate of telecommunication industry in China, which developed rapidly in the past few years, is down turning and closing to the growth rate of GDP year by year, though its total amount and business income increasing gradually. Facing to the five largest problems such as qualification loose, charge cut, severe homogeneous competition, income dropped away from business investment and non-market factors, the business environment of Telecommunication Design Enterprises (TDE) has been changed radically, and the management of TDE is facing severe challenge that is never previously existed. In order to sustainable development, effective mastering of the operation state of entire company and enhancing the competitive and adaptation power, the TDE is now increasingly vital concerning on building the scientific and effective system of strategic performance evaluation.Integrating the mainly theories and methods of performance management and evaluation, this research tries to make the investigation on current situation of performance evaluation in the CD company), and makes some description of its features and features. Based on Economic Value Added (EVA) and Balance Scorecard (BSC), this research has built a comprehensive evaluation model of strategic performance evaluation in TDE. First of all, this paper makes some clearly description of the strategic vision and mission through four dimensions, four systems and seven steps, and designs a strategic management process based on EVA combined with BSC. Then, this paper has built a strategic performance evaluation model which contains two levels (EVA and four dimensions of BSC). According to the practical situation of CD Company, this paper also tries to design various evaluation indexes and relevant evaluating purpose and compute mode, and adopts Analytic Hierarchy Process (AHP) to bestow weighing to the indexes. Finally, this research makes a comprehensive performance evaluation of CD Company by the aforementioned EVA indexes.
