since the 1970s,Competency Model has been most commonly focused and researched by international scholars.As a result of Increased talents competition,The model has been adopted and applied by many large stock and foreign-funded companies,as the center of Performance Evaluation.at the same time, domestic main theories about performance evaluation can not accommodate the demand of different industries and positions, and the problems with them will have became increasingly apparent, the state-owned enterprises in the actual work of leader’s performance evaluation, has gradually found many problems.In view of the phenomenon of those, this study from the point of science and feasibility try to set up to the new leader’s evaluation model,which will take Competency and Performance’s evaluation As Core.The paper firstly gives instructions for the competency model about the specific leader groups, on the other hand, it also comes up with the company’s preliminary planning on the systems of leader’s evaluation, and discusses the evaluation’s application based on Competency Model,as this study’s purpose to provide the reference of building the perfect leader’s management mechanism.
