Research On Construction Of Hunan’s Sustainable Pillar Industrial Fiscal Resources

Fiscal resources construction is the fundamental means to promote development of economy and growth of fiscal revenue. Striving to construct sustainable pillar fiscal resources is more conducive not only to fundamentally improve the quality of growth of Hunan’s fiscal revenue, to enhance the ability of anti-fluctuation and anti-risk of economy and fiscal revenue, but also to promote steadily endogenous growth of fiscal revenue, and to achieve the positive interaction between public finance and economy.Under the background that the international financial crisis has adversely impacted on Hunan’s fiscal revenue to a certain extent, in accordance with the new requirements that the two-oriented society construction and four-Hunan strategy and mode set for Hunan’s development of fiscal revenue and economy, this paper is to analyze the status quo of the structure of Hunan’s pillar fiscal resources, and then to point out the problems that Hunan’s fiscal revenue has encountered. Based on principles of selecting sustainable pillar fiscal resources and SWOT analyses of three domains, this paper briefly analyses the selection of sustainable pillar fiscal resources, and initially constructs a general framework of Hunan’s sustainable pillar industrial fiscal resources.In order to have Hunan’s sustainable pillar fiscal resources effective access to fiscal support, the last chapter of this paper commences with the proposition of formulating strategic planning of sustainable pillar fiscal resources construction, establishes dynamic, long-term monitoring, warning and emergency response mechanism, and gives suggestions on innovative fiscal policies for such aspects as advantageous key projects investment, encouragement for industrial technology innovation and technological progress, enterprise backbone fiscal resources cultivation, and actively promote the park construction and industrial cluster development. Then according to the actuality and characteristics of development of the three domains such as the traditional industry, high-tech industries and modern service industry, this paper gives policy suggestions that aim to improve industrial efficiency and quality of fiscal revenue from pillar industrial fiscal resources, and to support harmonious sustainable development of fiscal revenue and economy. To make the logical structure better, from an angle of dynamic fiscal revenue construction, this paper further discusses how to coordinate Hunan’s sustainable pillar industrial fiscal resources construction and sustainable fiscal revenue growth, so as to demonstrate the rationality of sustainable pillar industrial fiscal resources.
