The paper elaborates its current situation, and a questionnaire according to which I make an analysis is concluded. Meanwhile it clears the existent deficiencies of the performance evaluation and deeply analyzes its causes. Then I put forward the measures which are good to improve Zhongshan District’s utilizing foreign capital performance evaluation.
