Our Country Institution Financial Management Problem And Countermeasure Analysis

At present our country is in the key period of the reform and development, the institution reform of public service unit is very urgent. With the new situation the financial management of the institution should adapt to the new external environment and market system. Our country institution financial management problems are highlighted in the financial foundation work, budget management, budget measurement and accounting, assets management, government procurement management, financial risk management and so on.After analyzing the existed problems of institution the following aspects are found as the main reasons in existed problems. The reasons are:old financial management mechanism, weak department budget constraint mechanism, chasing private interests, low financial personnel quality, incomplete monitoring system.Therefore some methods are proposed such as:aggrandize department budget management, strengthen the management of state-owned assets, promote asset management and budgeting, specify the acts of government procurement, improve the efficiency in the use of funds for government procurement, Strengthen the risk consciousness, establish scientific financial risk management system, strengthen financial team construction, establish performance management system and strengthen the internal audit, promote financial management mechanism innovation. Those methods are helpful to promote the financial management in public service unit reform process, promote the development of institutions, and insure institutions system reform.
