The phenomena of unreasonable use ofcultivated land and abandoning cultivating are serious, the output efficiency of the cultivated land declinesteadily and the environment of land is deteriorating. Meanwhile, China is a developing country, and socialeconomy is growing rapidly, which will also threaten to land resources inevitably, especially cultivatedland resources. To protect national food security, protection of farmland resources is necessary, manageand guide cultivated land use patterns effectively and achieve the sustainable use of cultivated land.On the basis of the coordinated development and sustainable development of theories the couplingbetween urban development and farmland protection is studied. By building the index system of cultivatedland intensive use specific measures for the sustainable use of cultivated land is proposed, which there istheoretical significance to improving the protection of farmland research framework.There is also a strong practical significance. The urbanization process in China is in an acceleratingphase, and the development of the city is bound to sacrifice a lot of land, especially cultivated land, and theproblems and contradictions that exist in the land use are very prominent. Henan Province is located in theeastern region, with the pivotal role of the east with the west, the north with the south. On the eve ofNational Day2011, the State Council issued the guidance of the State Council on the support of HenanProvince accelerating the construction of the Central Plains Economic Zone, constructing Central PlainsEconomic Zone becomes officially a national strategy. Strategic positioning is the country’s major foodproduction and agricultural base, the coordinated development demonstration area of industrialization,urbanization and agricultural modernization, the country’s major economic growth plate, the nationalregional strategic pivot of the coordinated development and important modern integrated transport hub, theChinese history of civilization of inheritance and innovation area, Henan Province is the main body of thecentral zone, covering the province-wide, Which is selected as the study area, whose cultivated landresource intensive level is studied, whose significance is representative.By analyzing the status quo of the horizontal evaluation of cultivated land intensive use in HenanProvince, combined with cultivated land utilization in Henan Province, on the basis of the reality ofcultivated land utilization, appropriate solution is found, There is an important practical significance torealizing the aim of intensive and sustainable cultivated land resource in Henan Province.In this paper, on the basis of the research results of the predecessors the utilization of the cultivatedland resources are studied and analyzed systematically and comprehensively in Henan Province, specificresearch is divided into the following aspects:(1) Investigate the features and speed of the cultivated land changes in quantity, the law that thenumber changes is analyzed from the space-time point and determine whether the cultivated land resourcesare in the state of intensive use,and driving force is analyzed.(2) Collect and sort out the relevant data, build intensive level evaluation index system, determine theweight by means of weighting method and test the level of intensive cultivated land resources in HenanProvince by using the method of multi-objective linear weighting addition function and study the progressand features that the cultivated land changes as well as changes in regional differences, and the results is analyzed systematically.(3) Analyze that the difference of intensive use level of the cultivated land in space or time.①C alculate the intensive level of the cultivated land (multi-objective linear weighting function method);②A nalyze the spatial correlation of the intensive level (global autocorrelation and partial autocorrelationmodel), to explore the mechanisms and degree of the way of the cultivated land utilization among areas ofcultivated land;③Cluster analysis, the distribution of in space the level of intensive use of the cultivatedland is analyzed.(4) According to the results of cultivated land utilization and research of Henan Province, the strategiesand measures that the cultivated land resources are sustainably used are taken.This article describes intensive land use theory and content of cultivated land, cultivated landresources utilization level in Henan Province is the main object of research, analyzes the status of the useof cultivated land in Henan Province, combined with the results of previous studies and the views of manyrelevant experts and scholars, establishes the evaluation index system of cultivated land intensive use fromthe aspects of investment intensity,land use degree and output efficiency, and evaluates the level ofintensive use targeted in Henan province. The evaluation index system includes fifteen indicators. The rawdata of every involved index is quantized without outline by means of extreme method. Thestandardization of the index value is gained. By using the coefficient of variance, entropy method and anintegrated method and combined with the opinion of the related experts and scholars, the weight of eachindex as well as the rule layer is determined. By using multi-objective linear weighted function thecultivated land intensive use level of18cities in Henan Province is calculated. On this basis, spacevariation analysis is carried out, including cluster analysis and spatial autocorrelation analysis, The paperfinally discusses the factors restricting the cultivated land intensive land use in Henan and puts forwardmeasures and suggestions to promote the sustainable use of the cultivated land in Henan.
