The development of venture capital industry in China’s rise in the80’s, until now it has more than20years of history, it is mainly through the play the leading role of the government to attract and stimulate domestic and foreign investment in social capital to venture capital investment, promoting the transformation of scientific and technological achievements and so on.The government venture capital fund to be able to afford to play the role of government funding leveraged, attract and stimulate all kinds of social capital, private capital and foreign capital investment, it also plays the role of government oriented effects of venture capital institutions, and support for new industries and enterprise development effects. Meanwhile, building fund is also changing the government’s financial support of the government and important means to address social capital investment market failure. Accompanied by the continuous development of the venture capital industry, the government in order to play the role of itself to more specific and better, in its own development with the current situation, and learn from foreign successful experience to guide the development and operation of the fund by the government for discussion and research, this successful run on government’s venture capital fund has important practical significance.The basic idea of this paper is that starting point for performance management system, with an emphasis on construction of performance evaluation index system, from the venture capital’s background, current research at home and abroad, research contents and methods, consider on the government investment fund performance evaluation theory, study on the performance evaluation system of venture capital fund, building a leading fund performance evaluation index system of scientific and rational, to provide countermeasures and suggestions for the government departments on operating venture capital fund.This study includes the following six sections:The first chapter is introduction, on the basis of the study background, current research at home and abroad, make this research contents and methods.
