Driven by economic globalization and trade liberalization, the development offood trade is vary rapid, food exports has become an important part of China’s tradecompetitiveness. With the proposion of free trade, tariff and traditional non-tariffbarriers have been cut continually, Technical barriers have been an important factorthat restrict food exports of developing countries. They are used by developedcountries to crack down on competitions and to protect their own industries. What’smore, new ways and means emerge with the situation’s change. Japan is an importantexport market for Chinese food. But since the Uruguay negotiations, Japanesetechnical barriers’ influence to the China-Japanese food trade has become increasinglyevident. Especially the implement of Japan’s "positive list system" on May29,2006,which brought a severe test to China’s food exports to Japan. Since food tradewill continue to be an important part of bilateral trade between China and Japan.Therefore, in view of that Japanese technical barriers to China’s food exports’ influenceis tremendous, how to leap over its technical barriers is a matter we must study.After clear definition of the meaning, manifestations, mechanisms and economiceffects of technical barriers, and detailed description of the system of technical barriersin Japan and the status of China’s food exports to Japan suffered technical barriers, andthe deed analysis of the causes that China’s food exports to Japan suffered technicalbarriers, this article explains the impacts that Japan’s technical barriers have on China’sfood exports, and accordingly put forward suggestions to avoid and deal with technicalbarriers from government, industry and business aspects.
