The Study Of The Influence Of Science And Technology Communication On Decision-making Of Science And Technology

Technological communication is an important intermediary in the interaction between technology and society whose basic function is to transform the scientist’s "private knowledge" into "social sharing knowledge", and thus to increase public scientific and technological proficiency, and promote public’s learning, application and innovation of science and technology so as to promote technological devel opment and social progress. As a government act which has a wide-ranging influence on the vital interests of public, Science and technology decision-making is incr easingly becoming an important area of public participation. Technological diffusion is also the carrier for the public to transform from passive recipients into active seekers, and is an important way to realize the legitimation and rationalization, transparency and democratization of the technology decision-making. It serves as the "the blood circulation system" of technology and society and the lifeblood of the economic and social development. The social structure changes brought about by China’s social transformation makes the natural science change from "little science" into "big science", the concept of "technology democracy" breaks the boundaries between the "experts" and "common public"and makes the public participate in science and technology decision-making.It is an inevitable trend of the economical marketization, political democratization and social information. The past decision-making concept which is lead by the policy-making organ, specialists and scholars tend to change into one characterized by the public, the policy-making organ and the specialists and scholars. Public participation in science decision-making is not only the premise of an equal dialogue between the public, scientists and government, but also a means to get equal status. Public participation in science and technology decision-making can help to improve public awareness of democracy, sense of participation, so as to realize the fundamental interests of the masses of the people. By building the dynamic model of technology dissemination promoting science and technology decision-making, we analyze the spread of China’s science and technology in promoting scientific and technological decision-making, public awareness of science and technology is enhanced, as well as the respect for the public’s right to information on science and technology decision-making, partici pation and supervision, technology decision-making model is also optimized, ho-wever, there are still some problems such as the inadequate understanding of the importance of technology dissemination promoting science and technology decis ion-making, asymmetric information, elitist decision-making and the low degree of the scientific policy-making. In order to promote the fairness, the public nature, the democracy, the science, norms, and disinterestedness of science and technology decision-making, technological diffusion should be attached with great importance, ways of science and technology diffusion promoting technological innovation and technology decision-making system and regulations should be promoted, as well as the standardization and science of scientific and technological decision-making.
