A Comparative Study Of National Forest Management System Between China And America

At present, China has encountered some difficulties in the development of state-owned forest due to the underlying problems in the management system. This paper makes a macro comparison of state-owned forest management system in China and America according to conditions of both countries and their forestry situation.First, the paper has looked back and introduced comprehensively the overall development and history of state-owned forest in China and America. Then it proceeds to place an emphasis on the comparison of administrative system, management mechanism, fiscal policy as well as legal protection system in the state-owned forest management system. Seeing from the results we have obtained, we could clearly observed the following differences and problems:The administrative system in China is more complicated than the United States. And, it also draws a great distinction between China and America in terms of fiscal expenditure, financial supervision and tax policies. Although the management mechanism in two countries has its own unique characteristics, there is impossible for China to operate perfectly in this respect. Also, the legal protection system in China also needs to be improved t more urgently than America.Finally, based on the comparison of state-owned forest management in both countries, the paper has proposed the idea of borrowing precious experience from America as well as some suggestions and policies which are the optimization of the state-owned forest administrative system, the enhancement of the social effect of state-owned forest, the improvement of fiscal policy in the state-owned forest, the establishment of a sound legal protection system for state-owned forest and the initiation of a bold innovation on the management system.
