The Evaluation Study On Technological Innovation Of Small And Medium-sized Enterprises Capacity

To maintain stable and rapid economic and sustainable growth in the final analysisdepends on the advancement of technology and innovation support.Mid- and small-szcale enterprises are the main body of innovation decision-making,innovation financing and the risks and benefits. This has lead to an important position in thescientific and technological innovation for Mid- and small-szcale enterprises. At the sametime, practice of domestic and international have shown that a large number of mid- andsmall-szcale enterprises is the active unit of society and play an important role in promotingeconomic growth, alleviate employment pressures, optimizing the economic structure,increasing local revenues.Nowadays, Shanxi province is facing a critical period of transition across thedevelopment. Technological innovation is the transformation of the source of the drivingforce of development. Some people joke that the enterprise of Shanxi coal can make moneyonly by mining sell coal , but not need innovation. For these conditions, we must take theright measures to strengthen the ability of technological innovation, and provide a strongimpetus for the restructuring and development in the province by closely relying on theprovince a large number of small and medium-sized enterprises.However, in the case of the globalization of the economy, knowledge, information andtechnology trends, and difficulties in financing, institutional and incomplete policy, thesurvival and development of the small and medium-sized enterprises in our province is facing tremendous opportunities and challenges. So these companies must improve their ability intechnological innovation to achieve sustainable development and to maximize the benefitsand enhance the core competitiveness.Therefore, the article has carried on the research of the small and medium-sizedenterprises’capability based on the theory of small and medium-sized enterprises andtechnological innovation. The article takes deep analysis of the province of SMEtechnological innovation capability in two sides: small and medium-sized enterprisestechnological innovation inputs and outputs. The results indicate that the province science andtechnology of technological innovation capability in the financial and human inputs. Also theabsolute value is growing year by year, it lives in lower-middle level in the country,technological innovation output capacity is at the low level due to low patent output. Thisevaluation is a macroscopic evaluation of the technological innovation capability.What is the more, the article has made a scientific and objective evaluation. It select theappropriate set of indicators to establish two evaluation index system of input and output fromexisting statistical indicators and set up a DEA evaluation system.At the last, taking the representative as research object, the article make an empiricalstudy to verify the mathematical model of the feasibility, effectiveness and come to theevaluation findings. The article put forward some effective and reasonable suggestions toimprove the innovation capacity of Shanxi province.
