Etimation And Analysis On Surplus Labor In Agriculture In Henan Province

Surplus labor in agriculture is the embodiment of the unemployed people in the rural areas under the conditions of market economy, it is the inevitable outcome in the history of economic development to a certain stage. Since the human society entered the time of industrialization and modernization and the large-scale production, All of the countries have been under the shadow of unemployment forward, but different countries shows different ways of performance and different degree of severity. Now more and more people are concerning about this problem. Rural surplus labor had always existed in China’s old planned economic system, but due to the urban and rural labor market segmentation policy at that time, we are not familiar with and concerned about this issue, while in the process of establishing a market economy, this problem has continued to more serious,in particular these years, we are increasingly concerned about the " Issues of agriculture, farmer and rural area " in our country,and the problem of surplus labor in agriculture has become an urgent issue. Although the state has put increasing attention to rural issues and continue to increase support for rural economic development efforts in recent years, a large number of surplus labor in agriculture has been absorbed by township enterprises and urban secondary and tertiary industries, and China’s surplus labor in agriculture has been reduced than before, but there is still a large ratio of the remaining portion of the ratio of total rural labor force waiting to be transferred, Issues of agriculture, farmer and rural area has not fundamentally improved.To properly resolve the problem of surplus labor in agriculture, we should first find out how many surplus labor in agriculture there are in China. However, due to China’s current household registration system, land system and the constraints of statistical methods, we can not get an official or authoritative number of surplus labor in agriculture of direct data, it is often only by some of the projection methodology to make certain of their estimates. This article contains the summary of the definition of surplus labor in agriculture and the measures amounting surplus labor in agriculture issued by theoretical circles at home and abroad,and the advantages and disadvantages of the these definition and measures have been reviewed. This article also contains the reason of the existence of the surplus labor in agriculture in China. The next chapters explores the problem of agricultural surplus labor force of Henan Province whose Issues of agriculture, farmer and rural area is typical,using the stochastic frontier model to estimates the number of surplus labor in agriculture in Henan Province, and other methods of calculation been carried out on a simple comparison. The outcome of the Stochastic frontier model used in this paper shows that from 2001 to 2007 in Henan Province the proportion of the surplus labor in agriculture has been in a constant decreasing.The next paper I did the related analysis between the change of the proportion of the surplus labor in agriculture in the total laborers in agriculture and the change of the industrial structure, the outcome further confirmed the positive influence of the upgrading of industrial structure work on the transfer of positive influence.
