The Rural Credit Cooperatives was born at a specific period, compared with the commercial banks, it is worse in scale and the ability of risk control, but it has the superiority of locality,relationship with the local small and medium enterprise and residence.As the foreign-funded banks have been permitted to develop RenMingBi business in China and the competition among all banks become more and more fierce,The Rural Credit Cooperatives located in the city zone is at the turning point, facing the severe reality, how to adopt to the new circumstance and adjust manage strategy in time has become the most important topic of The Rural Credit Cooperatives located in the city zone.This article begin with the characteristics of the small and medium Enterprise in different life cycle,based on the theory of market segmentation and the life cycle theory of enterprise.analysed the necessity and possibility of developing and maintaining the small and medium client,point out that The Rural Credit Cooperatives located in the city zone should focus on the small and medium client,lead and satisfy the different demand in the life cycle of concerning enterprise,innovate products and service to creat superiority of brand and gives some suggestions.
