Research And Application Of Cost Control In The Engineering Bidding Stage

With the continuous development of the construction project in the marketeconomy conditions, the effect of the project cost control on the benefit of theconstruction project’s investment is increasingly evident. The cost control of the projectis no longer limited to just the final completion settlement of the project, but have beengradually extended to the whole process of the entire construction project. In this wholeprocess of cost control, the cost control of the bidding stage as the active control inadvance is to become one of the focuses of the project cost control. The project costcontrol in this phase not only lays the foundation for the cost control of the constructionstage and the completion settlement stage, but also has great significance for the smoothimplementation of the investment control and project management.This paper uses the project cost control in the bidding stage as the main line,commits to determine the key points of cost control in this stage, and puts forwardeffective solutions according to the existing problems of cost control in this phase, andalso establishes a more objective and reasonable evaluation model to improve thecomprehensive evaluation method, and then combined with practical engineeringapplication, this method is demonstrated.This paper mainly studies the following contents:Firstly, from the supply and demand situation of the construction market, theexpectations of the owners, the characteristics of the project, the decision-making of thebidders and so on, the paper analyzes the influencing factors of the cost control inbidding phase; through the study of choosing bidding way, preparing the tenderdocuments, choosing the evaluation methods and signing a construction contract and other aspects, the main contents of the project cost control in the bidding phase aredetermined.Secondly, for the limited level of preparing the tender documents, the maliciousbidding of the contractor, the evaluation work is unreasonable, the contract content isimperfect, etc, the paper gives a systematic summary on existing problems of costcontrol in engineering bidding phase, and makes careful research on measures forcorresponding problems.Finally, based on the key research of some basic theoretical knowledge ofextension engineering method, such as matter-element knowledge, extension set theory,dependent function theory, optimization evaluation methods and so on, a new evaluationmodel is established, which makes a good together with the calculation theory of theweight of each index in analytic hierarchy process. Through a lot of engineeringexamples and expert consultations, the evaluation index system of choosing the betterbidders is determined. And through the engineering example, the feasibility andeffectiveness of the model is demonstrated.
