In the12th Five-Year Plan, China will invest6.2trillion yuan of investment fundsin the transportation industry, most of the funds are intended for road construction. Butthe huge amount of money can’t be raised enough through governments financialallocation and banks loans alone. It is necessary to implement the diversification ofinvestment subjects and financing modes. The requirement of professional knowledgeand relevant disciplines is very high in highway financing,and there are many riskyfactors in the process of financing due to the reason of internal operation and externalenvironment. Therefore, it has very important theoretical and practical significancethat how to choose the mode of financing, reduce financing costs, as well aseffectively control risk to the infrastructure projects of highway construction whichrequire a large amount of money.On the basis of the analysis and summary of current status and modes of highwayfinancing, this dissertation identified, analyzed and evaluated the possible risky factorsin the project preparation period, the construction period and operation period forfinancing activities, and relevant suggestions were also given in this dissertation.Finally a risk control model was established which is suitable for highway financingrisk control and is highly practical and operable, it provided a practical reference forhighway financing risk control and was demonstrated through empirical research.This dissertation has a certain positive significance to build a favorable financingenvironment and promote the development of highway.The full text is divided into seven chapters.
