The progress of science and technology can not only promote the growth ofeconomic efficiency, but also can promote the transformation of economic growthmode and the adjustment of economic structure. The national12th Five-yeardevelopment plan of science and technology proposes that by2015the contributionrate of TFP(short for Total Factor Productivity) growth rates is above55%. And thenational long-term development plan for science and technology (from2006to2020)indicates that to2020the contribution rate of TFP growth rates is more than60%.Obviously, our country attaches great importance to the contribution of science andtechnology progress.The technology transfer is the bridge and link between the science andtechnology and economy. The transformation degree of science and technologyrestricts the contribution of TFP growth rates. Therefore, to clear the relationshipbetween technology transfer and TFP growth rates is one of the effective ways toimprove contribution rate of TFP growth rates.The paper analyzes the relationship between technology transfer and TFP growthrates with the theory of science and technology progress and development economics.Firstly, the paper analyzes the estimating and decomposition of the contribution rateof TFP growth rates. The parametric method (Solow-Potential Analysis) is used tomeasure the contribution rate of TFP growth rates in Beijing. In Solow-PotentialAnalysis method, the relational expression between science and technology progressand economy is confirmed. According to the expression, we can calculate thecontribution share of elements to the economic growth. Secondly, the paper analyzesthe economic effect of technology transfer. Using Fagerberg economic growth model,the relational expression between technology transfer and economy is confirmed. Inthe Beijing empirical analysis, the paper discusses that the technology transfer playsthe important role in promoting economic growth. Then according to the expression,we can calculate the contribution share of technology transfer to the economic growth.Thirdly, the paper analyzes technology transfer plays a stimulative role on thecontribution of TFP growth rates. Through analysis of the way role by the technologytransfer to the contribution of TFP growth rates, the concept model picture betweenthem is described. Through decomposition of science and technology progress in C-Dproduction function, the quantitative model between them is constructed. In thequantitative analysis, the measure expression of technology transfer acting on the contribution of TFP growth rates is confirmed. According to the expression, we canmeasure the contribution rate of technology transfer to the contribution of TFP growthrates.In the basis of relationship analysis and model construction from the above, thepaper constructs the influencing factors system of technology transfer from the mainbody, the environment, the promotion and the results angles. Then the paper uses greyrelational analysis method to analyze influence factors of technology transfer. In theBeijing empirical analysis, the countermeasures to improve the contribution rate ofTFP growth rates through the technology transfer is as follows:(1) Pay attention tothe market orientation of science and technology research;(2) Improve the enterpriseconsciousness of technology transfer;(3) Broaden the financing channel fortechnology transfer;(4) Strengthen the system construction and service systemconstruction for technology transfer.
