Research On Government Regulation Of China’s High-Tech Enterprises

The main purpose of this paper is to study the regulatory process and influencingfactors of the government with the method of game models and factor analysis. It is fromthe status of the government regulation, problems and deep reasons of the high-techenterprises of China, based on the government and market functions. Therefore, thegovernment regulatory policy system of the high-tech enterprises can be built to preventthe improper government intervention, to avoid the government failure, to improveregulatory efficiency and to prevent the high-tech enterprises to fall into laissez-faire. Thecomparative analysis, qualitative analysis and the normative analysis are used based on thefeature of this paper.First, this paper clarifies the necessity of the macro-control government regulationof the high-tech enterprises, based on the study of the related domestic and foreignliterature on high-tech enterprises and government regulation. The connotation andcharacteristics of the high-tech enterprises is also defined.Second, clarify the need of government regulation for high-tech enterprises from theview of economic point. The development, the status and the problems of the high-techenterprises regulation of China are summarized.Third, the paper studies the game relationship between enterprises and government inthe government regulatory process of the high-tech enterprises, especially the accessregulation. The access regulation of the high-tech enterprises is the primary link of theformulation and the implementation of the regulatory policy and it is also the unavoidedproblem that has to be faced of how to achieve the optional allocation of the resources onthe condition of limited public resource. Based on the game theory, it is important for theoptional allocation of the recourses to analyse the government regulation policy factors ofthe high-tech enterprises so as to build the government regulation policy system of thehigh-tech enterprises.Finally, the recommendations of how to perfect the government regulation of thehigh-tech enterprises of China are put forward. On the basis of the system of the government regulation policy, government regulation system, legal environment, financialpolicy and public service should be improved and perfected in the process of high-techenterprises development. Only in this way, the high-tech enterprises of China can obtainthe considerable development.
