Performance Evaluationsand Empirical Analysis Of The Poverty Alleviation In Lanzhou City

Poverty alleviation and development is the historical mission of the building socialism with Chinese characteristics, which is also an important part of building harmonious socialist society.The enforcement and preferential agricultural policies have indicated the direction to achieve co-ordination of urban and rural integration development and steadily promote the poverty alleviation and development. During "Twelve-Five", the advancement of the western development policy and "the large scale Poverty alleviation" pattern formation bring opportunities and motivation for Consolidation of the effective of alleviating poverty. Combined with the current status of economic and social development, it is necessary to analyze the present situation of development of poor areas, identify the factors restricting the economic development in the poor areas and bottlenecks, is particularly important for its development. Since2006, the poverty alleviation and development of performance analysis have been conducted from the macro-analysis and qualitative point of view, but microscopic-analysis and quantitative index systems are still in the research stage and not yet mature. Therefore, the establishment of an effective and practical development of performance evaluation system is rather imperative.This paper used the systems engineering of theory and method, on the basis of systems analysis which is about poverty alleviation in rural areas, starting from four aspects:Policy relevance, efficiency, alleviation effects and sustainable development abilities, which sets4criterion levels,11key-question-levels and35concrete targets in all, establishes a comprehensive performance evaluation index system of poverty alleviation in poor areas, and carries on the overall evaluation and the dynamic appraisal by take the "three counties and one district" of Lanzhou as the study sample. The research findings show that:it’s presents the Index relations between benefit of the poor with investment of on poverty alleviation projects of the organization; Policy relevance is one of the important factors of determining the poor performance, which score is higher; Poverty alleviation funds and related management projects performance in general; Survival-related projects of poverty alleviation performance tend to be higher; however, the economical and ecology sustainable development ability is insufficient. After the expert Evaluate, it is consistent with the actually work. Obviously, the building of the Evaluation Index system is correct and feasible. It has great significance for the acceptance of poverty alleviation projects and the evaluation of the effectiveness of the work of poverty alleviation as well as the adjustment of the actual work in the future.
