The Research On The Performance Analysis And Modes Of The New Rural Construction In Minority Regions Of Gansu

The new rural construction is a strategic task about rural reform and development in the country, which be proposed by party and state based on comprehensive development of rural and the actual departure of the rural regions. The new rural construction of minority regions in Gansu the paper researched is a very important part of the whole. The geographical environment of here is poor, economical development is backward, the extent of poverty is serious and there are a large population of minorities, compared with the developed rural, the regions are faced with the heavier and more difficult task of building new countryside and consolidating the results of it, because of the success or failure of new rural construction in the region related to the overall situation of new rural construction in whole province and even country, and more related to the development of common unity and prosperity. Therefore the study of new rural construction of minority regions in Gansu has an extremely important significance to promote the new rural construction process, consolidate the achievement, thus achieving a moderately prosperous and modern development.In recent years, the minority regions in Gansu conducted a serious of exploration and experimental work in the new rural construction, based on it, the author analyzed the performance and the construction’s models of the new rural construction comprehensively from multi-angle in this regions in the current economic conditions, though collecting, accessing to a large number of domestic and foreign related information and researches, which to understand and master the latest results of theoretical studies and practical content of the construction of new rural construction, and also combined the analysis from the various relevant disciplines in conjunction with author’s self investigation to minority rural regions and author’s reflection. The author applied to the way that combination of qualitative and quantitative research methods, the way of using theoretical argument, while using charts and mathematical models for quantitative analysis, deduction and argument, in order to make process more scientific and get more accurate conclusions. The main conclusions of this paper are as follows:(1) According to the reality of China’s new rural construction and characteristics of new rural construction in Gansu minority regions, the paper sorted out the theory of socialist rural construction from the aspects as theoretical basis of new rural construction, China’s rural development thoughts and practice exploring, and the interpretation of the new socialist rural construction etc, to provide theoretical guidance for the new rural development practices. At the same time, the paper discussed the status and characteristics of the new socialist rural construction in minority regions of Gansu according to five aspects as "production and development, affluent life, civilization, clean and tidy village, democratic management"(2) On the basis of the reality of new rural construction of minority regions, according to the goal of comprehensively building a moderately prosperous society in2010which be proposed by country, and make the "rural" development as the focus of the work, the paper establish a set of index system to evaluate the new rural construction of minority regions in Gansu. Then, do quantitative evaluation and analysis about the development of new rural construction in Gansu minority regions from2008to2010, and do comparative analysis about Gansu, around nation provinces and whole country’s rural development. And last, the paper summed up several new rural construction mode which developed better, do a simple analysis and evaluation, and come to some problems existed in the process of rural policies implementation, the "Rural" problems were faced with in the process of rural construction in Gansu minority regions.
