The Study Of Xinjiang Land Port Customs Clearance Facilitation Construction

Xinjiang is the bridgehead in western China of the second Eurasian continental bridge.With the deepening of the western development and the developed provinces andmunicipalities to aid the Xinjiang Production and Construction, Xinjiang’s economicconstruction and the trade volume are developing rapidly. Due to the natural environment,geographical conditions and other factors, the development of Xinjiang’s land ports isrelatively backward, the ability of customs clearance can not meet the need for largequantities of goods crossing the border.This article based on the actual situation of the land ports of Xinjiang, analyzes theclearance facilitation status of Xinjiang major land ports and constraints, learn from the tradefacilitation evaluation system and build the clearance facilitation evaluation system ofXinjiang land ports, use the AHP to estimates out the facilitate clearance level of Xinjiang’s45major trading partners. On this basis, build the extended gravity model to analyze theimpact of trade flows in Xinjiang by the clearance facilitation, and find that the clearancefacilitation has significant influence to the national, but not to Xinjiang trade flows. With thecontinuous optimization of the industrial structure in Xinjiang and the central Asian countriesthe rise of relevant industries, the trade structure will change, the clearance facilitation willhave an impact to Xinjiang trade flows. It is necessary to practise the construction ofclearance facilitation in Xinjiang land ports.Through the analysis of this article, the construction of clearance facilitation in Xinjiangland ports mainly contains three aspects: the first, enhance the level of clearance facilitation,such as port efficiency, rules environment, tariffs environment and electronic business; thesecond, strengthen international and regional cooperation; the third, enhance the Xinjiangregional industrial and trade structure, balance the economic industrial structure of southernand northern of Xinjiang. The construction of clearance facilitate is a long-term project,parties need to coordinate interest and need to continue efforts to enhance the internationalcooperation, to raise the overall level of xinjiang clearance facilitation and promote thedevelopment of Xinjiang trade economic.
