In the real world, as the written form of basis for entries, the vouchers exist in every corner of our lives, such as the invoice vouchers, tax certificates, proof of payment, vouchers, order certificates, transfer certificates. Accompany with the development of Internet, electronic vouchers has become the key element of safe and reliable for online business.As a basis for entries, electronic vouchers proposed higher requirements in credibility and availability. On the one hand, it must meet the relevant requirements of equivalent in the written form and the original effectiveness between electronic signature and handwritten signature stipulated in "Electronic Signature Law" and to realize the credibility in its life cycle. On the other hand, it must meet the usage patterns and features in the application of E-vouchers, solve the security risks and data validation problems brought by the separation of templates and data storage; at the same time, it also needs to consider the validation problem of electronic vouchers in the paper environment and the mobile terminal, in order to expand the use of electronic vouchers to meet the needs of promotion of electronic vouchers.This paper describes the original separation of the business data business data content and presentation templates, and establish separation of proven technology to protect and associated mechanism by XML structured language; Through switching various non-structured XML data to XML data, and to show adaptive processing, preserving related mapping of data, to realize the data separate validation of the original certificates and endorsements; through the use of two-dimensional code technology, and conversion of the content and digital signature to the certificate of two-dimensional code, to realize "the printed is the signature", and the electronic documents can be printed and recognition technology.Main contributions of this paper are as follows:Using XML structure language, to realize the credibility of electronic certificates generation technology which means "What you see is signed by"; Through the transformation of non-structured XML data to XML data, to realize electronic certificates show technology which means "the sign can be seen";Using two-dimensional code technology, to realize the print and identification of the credible electronic vouchers which means "which printed is signed"; Design and implement the credible electronic vouchers management system to realize the "What you see is the sign, the sign can be seen, and which printed is signed"...
