In advanced information society, With the rapid market economical development, Thecompany scale expanded continuously, the enterprise has changed greatly both in mode ofproduction and management.In order to face the unprecedented challenges and make thebusiness enterprise is competing the neutral in the invincible position,the enterprise is eager tofind an advanced management instrument and method to carry out their intention,TheComprehensive budget management falls in with the with the intention.In the first part,the author introduced the concepts of complete budget management andthe recent study and practice in China and other countries.In the second part,the authordefined the particular content and methods of complete budget management in servalaspects:budget workout、budget execution、budget adjustment、budget analysis、evaluationand assessment.Finally,the author studied the reality case of complete budget management inBaoding Tobacco Monopoly Bureau(Company), mainly focusing on management system andmanagement flow and three quota fee,designing a set of based on C/S and B/S frameworkcomprehensive software,Combining with comprehensive budget management software,theauthor found some shortages and difficulties for the further solution and improvement.
