This paper firstly discusses the background, the development tendency and the main research contents of TEMPEST technology in a computer system and the computer video information leakage’s hazard to military, economy, political and other important field in terms of information security, then analyses the electromagnetic information leakage mechanism of the computer video system which is composed of LCD in detail. The image filter and Soft-TEMPEST dither technology is analyzed and the hardware processing system was successful designed by FPGA (EP1C6Q240C8) based on the“Restraining Source”theory.The preventing video information leakage system, which make FPGA as its core processing and control unit, included three parts:video collection, image processing and image display. Only used a processing board, it can achieved the operation control of image signal collection, transmission, processing and display and gained the aim at preventing video information leakage. Because of the ingenious reasonable and expert design, the strict system requirements of real-time can be satisfied and the display performance has not been influenced. Furthermore, the system passed the eavesdropping testing by the authoritative TEMPEST inspection organization.
