With the rapid development of information technology, more and more business has been introduced to the Internet, the user has put forward higher requirements for quality of the service. The current network is still a static and non-intelligent network which provides only best-effort service and is lack of self-regulating capacity, network regulating dependend on the manual optimization to a large extent and it is lack of predictability to possible adverse network status. Future networks not only meet the reachability between nodes, but also meet the different requirements of different types of services in security, real-time, reliability, so that implement the differentiated treatment to application. Therefore, cognitive network which own predictability and global planning has become a research hotspot in recent years.Cognitive network access to the operating parameters of the whole network, then make assessment and prediction on network performance, then make the appropriate adjustments so that the entire network is in the best network running status, and to maximize the utilization of network resources. To achieve the best objective of end-to-end performance, cognitive networks must be aware of networking global environment, access to the operating parameters of the whole network, therefore, the work scope of cognitive network should include the whole network, and acquisition, passing and sharing of the network operation parameters is the foundation and premise of the cognitive network work.Firstly, this paper start from the overall cognitive structure of the cognitive network, divide the cognitive network into four large modules which are parameter acquisition, parameter passing, intelligent decision-making, network reconfiguration, and make in-depth study of the two modules which include the acquisition of network-aware parameter selection and parameter passing, propose the principles and methods of the network parameters acquisition, the requirements and range in which cognitive information transfer. Ultimately on the basis of in-depth study, implement using the cognitive network to transfer sharing systems, including the service type perception subsystem of the Linux kernel and perceptual information transmission subsystem, these provide a good platform for cognitive network aware network global environment.
