Because the frequency spectrum is a special resource which is non-renewable and the demand of mobile communication business is increasing dramatically, the shortage of radio resource became increasingly serious. While in the LTE network deployment, most of operators have to face a series of problems, such as high cost and few available sites. Network sharing is an effective solution to the stated problems, which can not only save network resource and reduce cost, but also help operators to tackle the challenge of the scarcity of spectrum resources. Many studies have shown that those traditional radio resource management strategies will lead to part of the band busy while another part of the band is relatively idle, which will bring about a low utilization rate of the overall spectrum. The aim of Radio Resource Management algorithms is to maximize the wireless communication performance, to prevent network congestion and waste of spectrum resources. So, Radio Resource Management based on network sharing system has important research value. How to reasonably manage wireless resource has become an important research topic of network sharing system among operators.This paper firstly analyses the theory of radio resource management based on the LTE network sharing in terms of overview, classification and restricting factors. And then relevant radio resource management algorithms are discussed, their respective advantages and disadvantages are summarized. Though the fixed radio resource management can be achieved simply, it cannot dynamically adjust allocation strategy to adapt to dynamic business needs, which will result in a waste of resources and low average spectrum utilization of the systems. Though dynamic radio resource management can improve the spectral efficiency and throughput of the whole system, it also can lead to inequity in the spectrum use because Operators spectrum has no isolation, whose complexity is relatively high and will bring an additional burden to the system. Semi-static radio resource management is an algorithm thinking which is between fixed radio resource management and dynamic radio resource management. Semi-static radio resource management can not only overcome low spectrum efficiency, but also ensure a certain degree of isolation between the carrier spectrum utilization. But the existing semi-static radio resource management algorithms cannot make full use of idle spectrum.This paper presents a shared network co-operative radio spectrum management algorithm based on graph coloring model in response to these issues. The algorithm uses the graph coloring model and takes full advantage of the system idle spectrum. Simulation results show that under the premise of ensuring that authorized operators’communication is not affected, this algorithm can reduce blocking rate and improve throughput of the unauthorized operators. The average spectrum efficiency of the whole shared network system also can be improved to achieve the purpose of spectrum balance usage.
