BitTorrent technology as a leader in the P2P technology, get a wide range of application and popularization. The current BitTorrent application is mainly about uploading and downloading of movies, software and other large files. It is generally taking bandwidth for a long time and generating huge traffic. The problem of BitTorrent swallowed bandwidth is particularly outstanding, causing great hardship and trouble to the telecom operators. In a real environment, BitTorrent greatly consumes the limited bandwidth resources of the telecom operators, resulting in other business’s packet loss and latency. BitTorrent brings very uncomfortable experience to Internet users.This paper proposed such a solution to solve the problems above, that is design a BT cache system and deploy it at the exit of a regional network, then grabing and analyzing of export flows to carry out the hot file identification. Then insteads of the user to go outside the network to download hot file into the system’s caching server. After that, the system redirects the request of others users to system and provides downloading file to users. So the flow is greatly limited in the internel of area network, and burden of telecom operator’s outlet flow is reducing, while the satisfaction of the user’s download is improving.This paper mainly contributed the following results:1) torrent-based "pre-judgment" strategy of BitTorrent file’s heat. 2) dynamic replacement policy of cache file based on server storage and file heat.3) cache server load balance scheduling mechanism.4) use private cloud solutions to work as cache server cluster.5) discriminate suspected URL of Download torrent.
