Nowadays, more and more attention has been paid in the safety of life and property.Since video sequences can provide us with large amount of valuable information, videosurveillance has become an effective tool for protecting personal safety.For tackling disadvantages such as short transmission distance, limited control rangeand complex manual operation of the traditional network video monitoring system, anetwork based video surveillance system with moving object tracking function wasdesigned in this thesis. In this system, the Hikvision DS-6101HC network video server wasused as the main hardware platform. The software in this system was developed based onpyramid optical flow algorithm, MFC, OpenCV and AIP functions. Upon finishing thedevelopment of this system, the client software can realize the following functions:real-time playback capabilities, Image quality selection, PTZ (Pan/Tilt/Zoom) control andmoving target detection and tracking.In this thesis, the developmental status of the video surveillance technologies wasfirstly introduced, after which the disadvantages of the existed systems were pointed out.The secondly part of the thesis introduced the hardware platform, where the both thedevices selected and all the modules of the system were briefly discussed. In the third part,both the C/S framework and the functions of the system to be realized were discussed. Inthe fourth part of the thesis, detailed descriptions of the design process of all the modulesin the system were presented. Finally, the strategies for the PTZ control and the movingtarget tracking were discussed. Based on OpenCV, the functions such as the moving targetdetection, moving trajectory display and moving object tracking are realized.
