The Design And Implementation Of Hazardous Chemicals Business License Approval Management System For Weifang City

With the further development of the national heavy industry, there are more and more use of some hazardous chemicals in industrial production, so the number of firms who operating and producing hazardous chemical have increased. Because Weifang city is a chemical industry city in Shandong, the problem about how to build a management system with a set of strict regulations and characteristics of efficiency and convenience to effectively exam and approve and manage the operation of hazardous chemical products has become the top priority of the government departments at all levels in Weifang City. But in the current management system, there is still remaining some shortcoming like the use of paper-based systems, outdated laws and regulations in the system design. In order to solve the above problems, we urgent need to establish a examination and approval management system which is suitable for operation of all parties, convenient, efficient and is according with the the current latest regulations to meet the government’s urgent needs of hazardous goods’ license agreement management and enterprise’s convenient declaration.This paper mainly described design and implementation process of the hazardous goods’ license agreement management system of Weifang City, firstly expounded the development background of the license management of hazardous chemicals, clearing theoretical basis and practical significance of systems, and analysed advantages and disadvantages of existing systems, described technologies relating to the system, and introduced the main objectives the organizational structure of this paper, and made a summary description of the paper; secondly, got requirements elicitation and analysis; next, according to the results of the requirements analysis, conducted to the detailed functional design, and detailed analyze the database of the system; finally, introduced implementation process of the system, and detailed described the core code in the implementation process. In the design and implementation process of the system, we mainly used the the Struts2framework technology, which greatly simplifying the writing of trying pages of writing, implementing better code data, and improving the development efficiency.The system finally implemented the management function of hazardous chemicals’ license agreement-implemented functions including declaration, acceptance, examination and approval of license, certification management, query of related declaring information, feedback and system privileges management and data maintenance, and also can query and statistical analyze the historical data of the license declaring management by region and conditions. And on the basis of functional maturation, it can ensure the security of the system and the synchronization of data as much as possible. The operation of the system will greatly improve the processing efficiency of the license declaring management work, and bring great convenience for both the corporate and government.
