VCC application released by3GPP, is used to maintain a voice call continuity when domaintransfer between3GPP CS domain and IMS VoIP. It improves user’s experience of voicecommunication greatly in heterogeneous networks. This technology is implemented by VCC AS.And its difficulty is how to realize the call control of various modes by the uniform call controltechnology. The application scenarios include domain choose between IMS and CS domains,domain transfer between IMS and CS domains and so on. Therefore, the thesis, based on IMS callcontrol technology, VCC technology and heterogeneous networks, designs a call control modelwhich can support the VCC application.The paper first discusses the IMS call control technology, analyzing the system architecture,interface protocols and main functional entities of IMS. Then it analyzes the design principles for3GPP VCC solutions, including the application overview, the system framework, the main functionof the entities and the signaling flows.Moreover, this paper discusses how to design the VCC call control model. The focus of thestudy include the overall structure, signaling and interfaces between each module.Finally, the paper introduces the development process of VCC AS. It includes the codes of theoverall framework and four modules.
