In the research of the navigation safety guarantee techniques, the importance of the information exchange and identification between the ships and also the shores are gradually realized by people. Therefore, it is very practical to research the communications between the medium and small-scale ship and VTS, and also the medium and small-scale ship and other ships.With the rapid development of marine traffic and inland shipping, tonnage of ships is continuously increasing, and port channels are becoming more and more crowded. Moreover, in the bad weather and sea state, the accidents such as the ship sinking and collision often occur in the shallow and busy waters. But now the marine navigating radar has been installed widely on the ships, and undoubtedly the marine radar has played a big role in the navigation safety.As a kind of ship navigating equipment, the use of the ship automatic identification system (AIS) will strengthen the measures against collision, and enhance the functions of the ARPA radar, ship traffic management system and ship report.The AIS system and radar system being combined, the data observed by the two systems can be fused and then integrated into a new system. It is very important to realize the target identification and track, and collision avoidance.The fusion of the radar and AIS data is mainly researched in this paper. By use of clustering method in the Hough transform and mode identification technique, one kind of data association method is presented, and thus the plots from the same target are concluded into one kind. Then the fusion of different kinds of plots is respectively carried out in order to obtain more accurate target track.
