Along with the spread of internet, especially the formation of high speed mobile network, people have much more demands for video communications, such as video phone, video monitoring, and video conference. Therefore, video communications changed the traditional communication mode, bringing more visual enjoyment for us.Video in the video monitoring system usually has two characteristics. One is that it has much background region, which can’t be caught by the human visual system, for human eyes pay more attention to the content of the moving region. The other is it is usually noisy because of the working environment of video monitoring system.In order to compress the static area more effectively, and ensure the quality of the motion area at the same time, this paper puts forward a video filtering algorithm with motion detection, with the coding image be decomposed into two parts, the static area and the motion area. We pay more attention to the motion area rather than the static area, so that the static area will be filtered much more than the motion area. As to the motion area, in order to improve the image quality, the filtering algorithm is improved based on human visual system.Filtering to reference frame can synthesize high quality reference frame effectively. So it can improve the accuracy of image prediction, reduce the intra blocks and increase the skip blocks, which improved coding efficiency more effectively, but it can’t completely inhibit the noise of image. In order to ensure the quality of image, the former temporal-spatial filter kept some noise, it will reduce the accuracy of image prediction while the filtering to reference frame can effectively eliminate the influence. According to the advantages and disadvantages of temporal-spatial filter and reference frame filter, this paper combines the temporal-spatial filter with the reference frame filter. The experimental results show that it can improve the coding efficiency and image quality of video monitoring system with noise.
