Army Informationization is the most important part of army construction and the equipment management information system(EMIS) is the most important part of Army Informationization.However,EMIS construction of China Army have some shortages such as simple function, incomprehensive application and low security for a quite long time.And that means it can’t meet to the war of information era. In view of Army Informationization and to improve efficiency of equipment management,we need to investigate appropriate EMIS.The design of MIS is a systems engineering which refers to computer technology,database technology,system engineering and information security. In the aspect of system engineering, the author designed EMIS using Structured Design which divide the Software Development Cycle into system planning,system analysis,system designing and system realization. The author made up module based on4layers B/S by Transaction Flow Diagram (TFD) and Data Flow Diagram(DFD). The author made a design of concept database,logic database and physics database and chosed mixed sharding and data fresh periodicity. The author integrated ID Authentication, access control and data encrypting into the ecurity module of EMIS of army.After making a summary of Army Informationization at home and abroad,according to organizational system of China Army,the author divided the equipment management into preparing management,storage management, maintenance management and information management,and designed corresponding function module.The author made a design of distributed database by SQL Server2000and integrated ID Authentication, access control and data encrypting into the ecurity module of EMIS of army. The EMIS of China Army with a security module has offered some valued ideas for the research of Army Informationization.
