With the rapid development of mobile communication technology, thedevelopment of packet services shows blowout situation while the smart phones arewarmly welcomed in daily life. Caused by high data traffic and voice traffic, the loadof GSM/EGPRS network is climbing. The opportunity of cell phone users occupy thehalf-rate channel increased significantly resulting in user perceived decline in voiceservices. By applying the voice priority strategy to enhance voice channel allocationlevel, the users are allowed to occupy more high quality full-rate voice channels.Under the conditions of the limited resources of the wireless network, the strategyaffects the quality of packet services which reduced the users’ packet serviceperception. For this reason, we need to research the GSM/EGPRS network resourceallocation scheme under the condition of voice priority strategy.This article gives a review of the development history of the mobilecommunication network. research GSM/EGPRS network resource allocation methodsof Current Situation, introduce frequency allocation method, based on Marcov modelthe dynamic PDCH the channel ratio configuration method, adjust the algorithmbased on the congestion rate,three ideas in the calculation scheme.With voice and data channel allocation mechanism elaborated, the newtechnologies for voice and data mobile network are introduced. The paper focuses onthe AMR technology, voice priority strategy, the activation of TBFLIMIT technology,and so on. The functions are discussed including the effects of engineeringapplications, the advantages and disadvantages.The article also makes comparative analysis with three methods that is theCampbell model, the improved Markov and Ireland B-channel resource allocationalgorithm. Ireland B algorithm is the best the channel resource assessment algorithmwhich able to simulate user behavior. In the engineering practice, there aredisadvantages in the Campbell model and Markov model. The Campbell modelrequires precise volume of services caused by the uncertainty of the results. TheMarkov of model does not consider the actual behavior of user’s behavior.In this paper, the two dynamic allocation algorithms for the voice and datachannel resources based on the Ireland B take the advantage of new technicalconditions. The algorithms are counting the traffic, data traffic and other servicesamount and congestion rate, TBF establish success rate and other performance indicators for the analysis by the real time, and calculating the dynamic configurationby the half rate start threshold and TBF resource adjustment door limit parameters toretaliate of voice and data load balanced configuration. The methods achieved bybuilding information tools, and can be generated directly import existing networkdevice configuration instructions, and gives the great enhancement of the optimizationengineers in order to engineering practice efficiency actually.In addition, this paper also proposed a new assessment under the conditions ofthe voice priority strategy for analysis the integrated quality of voice and packet sselected10key indicators including the statistics, drive test, and complaints.Then the idea has a few fractional steps algorithm for calculating indicators to weightthe score in comprehensive assessment. In this paper, we research the GSM/EGPRSnetwork resource allocation scheme under the priority strategy of voice in practice. Itimproved the voice and packet services quality. As a result, it enhanced and improvedthe perception of subscribers.
