The development of science and technology, especially the development of information science and technology development promotes the social development of information in all walks of life. Heating enterprises are charged with the important work of urban heating in winter and the collection of heating costs is an important part, especially before the peak of the business. thus causing great pressure.Therefore it is important and at the same time highly urgent to establish the computer information system in the enterprise to help deal with the toll management.The system provides a relatively complete and practical management, integrated performance with better information and effective solution to the heating company in charge of information management confusion, duplication and the status which cannot be shared.The toll management system which provides a management solution to heating companies is based on the actual business needs in heating companies. It aims at helping companies improve the heating efficiency of the fees and realizing the integration of the charges, financial management, and clearing up of the business. The system architecture employs the C/S structure, including the following seven parts: information search, financial management, charging management, evidence and clearing up etc. The back-end database of the system employs the relational database SQL Server and the system development tools the development of object-oriented Tools PowerBuilder.Firstly, the background of developing the system, the specific needs and the probability of the implementation in the company as well as development techniques are all introduced. The, I focus mainly on the design and implementation of the system. The system as well as system analysis proposes an overall system design. The implementation section describes the system implementation method of each module. Finally, the paper points out the inadequacies in existence through a full range of testing the system and assesses objectively the final results of the system.
