With rapid development of communication business, telecom operators recognize significance of uniform platform management more and more. Because various major operators would like to input more human power in business development but decrease monitoring maintenance personnel in apparatus room as far as possible. It is required to realize centralized, networking and intelligent monitor for the apparatus room. However, each communication apparatus room has different facilities from different manufacturers. These facilities provide different maintenance interfaces, event outputs, alarm information, etc. By this time, a platform is needed to gather and collect these information and send them to the professional maintenance personnel who shall confirm related equipment and treat various events.According to maintenance interface of different facilities from different manufacturers, the author researches and analyzes demands of current business and development of future business based on practical situation of local network, puts forward suitable platform model for maintenance work and designs initial proposal connected with existing network is designed based on the structural model; The author analyzes realization flow of sound platform design, including key elements in speech synthesis technology-synthesis from text to speech (test-to-speech), system structure and software design of sound platform, realized key steps and main codes. The author also introduces characteristics of Microsoft Speech SDK5.1development packet, parameter, and development and application condition. Based on above technologies, the author develops a set of industrial sound platform for industrial control system combining OPC technology, demonstrates its scientific characteristic, rationality and feasibility.The thesis compares the advantages and disadvantages of several methods of constructing SMS platform access, by discussing the advantages of SMS technology and SMS-based information publishing method. It has arrived a conclusion that constructing the SMS platform by using GSM MODEM is the most economic and effective way for small and medium enterprises. Additionally, the performance parameters and usage of GSM MODEM, the usage of AT command and the key points of PDU encoding and decoding are also described. On that basis, a set of industrial SMS platform has been developed with the combination of OPC. The platform can be applied in the remote monitoring system. Only with a mobile phone in the coverage of GSM network, any user can get on-site data via SMS. With the scheduled report and alert function offered by this system, the occurrence of accidents can be reduced to a certain extent.
