With the rapid development of communications and information security,the voice communication security have a great attention to people. Specially in goverment,police departments and the military communications sector,the technology has been widely used. Although this technology has a great development in recent years,but the coding rate is not too low. So we get a large voice data and Transmission rate in communication.In recent years,the theory of compressed sensing have a great breakthrough in the field of signal processing.It will combine signal a change in the sparsity of the domain as a priority information into the signal reconstruction process.This paper use the innovative compressed perception method. Through finding a signal of the sparse representation space,we can effectively reconstruct the original speech signal. The signal processing theory is bound to play a major role.For the current development context of low-rate speech coding, this paper propose compressed sensing low-rate speech coding algorithm. First of all,the paper introduce the basic knowledge of the theory; we study the compressed perception speech coding theory in the application; low compression speech coding algorithm is put forward in this paper,including compression perception in speech coding applications of the simulation test.Finally, we use the MATLAB simulation software to design the test environment. The low-rate speech coding algorithm performance is compared and analyzed mainly from the subjective and objective aspects.One of the technical details of the test using a MATLAB simulation of experimental data obtained. In addition, this paper also studied the low-rate speech coding algorithm in the DSP hardware platform implementations. we select DM6437DaVinci DSP Development to make experiment. Through hardware experimental test, the low-rate speech coding algorithm is well running on a single chip.
