| The Social security card (SSC) of The People’s Republic of China is intendedfor public business, which is a kind of integrated Circuit card that primarilyapplying to Human Resources of Social Security, social management of government,and public services. SSC is the e-business credentials of the Cardholder whoenjoys the rights of social security and Public Employment Service. It realizes theinformation records, information inquiries, bushiness dealing and other functions. Italso can be used as bankcard after being loaded finance function, such as cashaccessing, transferring, and consumption, etc. The main requirements ofinformatization proposed by Ministry of Human Resources and Social Security ofthe People’s Republic of China is that smart card of social security being kernel,improvement of informatization application being the main line, implement policiesof NCMS, transferring, consecution, hospitalization being focus. It also demandsfurther perfect informationization infrastructure，expand informationization appliedfield，improve the service system, and promote informationization to a new stage.NPC session has adopted the “12th five-year–plan†development programs whichgave priority to social security in the field of E government development. It sketchesthe objective that try to improve employment information state network and issueSSC amount to800million that takes up60%population.In the process of SSC publishment and applied construction, we need to link upmany data such as financial institution, social insurance agencies, card producer,Medical Service, social security fund allocator institution, etc. With the trends of theissue and application of card expanding quickly, system application data and thesmooth of multi-department business tend to be bottleneck of the overall work.The thesis researches one data platform, and design the connecting standard between data platform and classic external institution. It focus on financialinstitution and social insurance management i institution. Besides, it analyzes threeclassical data to connect the relative system standard design and system connectiondesign based on the SSC issuing amount connection, Interregional medical insuranceproviding, fund monitor and operation analysis. Lastly, it provides the performancetest report of data platform operation in order to match that with performance andfunction in the practical application. |
