The value-added service market of China Mobile has continuously undergone five-year swift growth. Now it has formed five-important-services, which are short messages, MMS, WAP, coloring ring back tone and IVR, and various other value-added services. With the change of value-added service environment, the value-added service market of China Mobile is quickly towards a trend of multiplex management bodies, increasing service sorts and individualized services. Mobile internet connecting mobile communication and the Internet is an inevitable trend in the future. WAP based on mobile internet is a hot battle of the largest WLAN in China. As for China Mobile, how to use the existing network superiorities, hold the opportunity, win in the hand-set WAP market, inspires more customers, and realize the economic efficiency maximization, is a question worth discussing. Data mining is the most formidable data analysis method in the present data warehouse domain. The rich data resource in mobile communication has provided data mining application a broad space. Data mining handles magnanimous stored data, discovers the implicit rules which people don’t know beforehand, through establishing mathematical models, with the aim of playing a role in reality. At present, data mining technique is very mature, involving data warehouse, artificial intelligence, and so on. Using to some algorithm of data mining for the mass data, which can be find out a few useful information to benefit the telecommunication, and the connection rules can be applied in the value-added service analysis.The thesis analyzes the domestic and foreign mobile service, the data mining related theory, the present research situation, and the trend of the domain. Based on these, the paper also analyzes the characteristics of WAP. For the question of increasing WAP earnings, we mainly use connection rules excavation algorithm to solve the problem of Hunan mobile service WAP earnings. The tools we choose are Clementine software of SPSS Corporation, which is quite popular at present. Using the connection-rule analysis technology of the tool, pre-handling the raw data, through a list of processes, involving collecting and integrating data, data cleaning and regulating, then establish corresponding data excavation model. By evaluating the model, the prospective result can be achieved.The article use connection rules excavation algorithm to analyze the models establishing from the data which Hunan mobile Corp. provides us. According to the analysis result, we find a way to make the WAP revenue maximization that is, binding the WAP service and the MMS service. So we suggest to push out some reasonable cell-phone charge packages to stable user group, and make new customers stable, provides some pack service and sale model to meet the needs of customers, enhance the customers loyalty and detains the customers, make goal customers’category division more explicit, improve own grade of service and provide pointed service. These measures make great progress in the actual application, and enhance the WAP earnings.
