After the restructuring of the telecommunications industry, the network and the service of three operators China Mobile, China Telecom, China Unicom, increasingly become homogeneous. The increasing pressure of the competition between operators, forces them to focus on their core business, and outsource others which are not their core competitiveness, cost much resource and money in self-maintenance way. To meet the higher needs and requirements to maintenance provider, the maintenance mode shifts from professional maintenance to comprehensive maintenance. Because the shorter development of the maintenance-providing and the lack of a unified industry admittance standards, service standards, as well as a rating system, the maintenance providers are on uneven level. Most maintenance providers are generally in extensive management, lack effective information management tool. This does not only bring an adverse impact on maintenance management and maintenance proceeding, but also a big obstacle to enhance the maintenance quality and the maintenance service level. In order to meet the demand for precise management of maintenance service enterprises, to promote the maintenance service industry healthy and orderly development, the development of a management information system, which is suite for comprehensive maintenance service to communication network is extremely necessary.In this paper, many factors on the maintenance of communication network are analyzed, such as changes on requirement, management mode, the status of the business processes and the insufficient. With the summary of problems in maintenance resource management, maintenance process management and maintenance results management, the writer proposed a comprehensive maintenance service Management Information System, elaborates the requirements on maintenance resource management, process management and results management, describes the system module design ideas and logical architecture. First innovation of this paper is to provide a systemic information construction idea on communication network comprehensive maintenance service and a complete construction idea. Second, it proposes the GPS and GIS technology combine, to achieve personnel, vehicles and maintenance resources responding emergency incident. This can greatly improve the efficiency and reduce the cost. Third, various early warning mechanism are proposed, including the instrument, vehicle maintenance warning, the spare parts and maintenance materials complement warning, the return-keys warning, the timeout warning on work orders, the timeout warning on work orders submitting and etc. This changes the management from the after-accident accountability to the advanced warning, which helps to improve the manager’s process control capability. It also makes the maintenance process smoother, management more standardized, more efficiency and more professional. Thereby the overall level of maintenance service industry. The entire maintenance service industry is healthy and orderly developed.
