In the21st century, technologies of audio processing have been developing vigorously. Perceptual model as one of the critical parts of audio processing has been widely used. Audio compression and coding, digital audio watermarking, subjective testing algorithm of audio encoding and decoding and other technologies of audio processing have close relationships with the perceptual model. In this situation, the perceptual model is selected as the subject of research in the paper.This paper proposes and implements a new perceptual model. This model is based on the magnitude of audio signals and it uses two new concepts:the extending envelopes of the maximum dominate components and the average envelopes of minimum dominate components. The proposed new perceptual model forms a better global threshold by combining and calculating spectral flatness measure and the current results of psychoacoustic research. The performance of the proposed new perceptual model is estimated. The paper shows the specific steps of implementations of the proposed new perceptual model based on FFT envelopes and MDCT envelopes by pictures. The results of estimation show that the proposed new perceptual model has small computation, low complexity, and forms a better masking threshold which does analyze better in the low frequency and middle frequency.
