Orthogonal frequency division multiple access (OFDMA) has been applied incommunication fields over a wide range, and will be the most promising technique in4G mobile communication. Since resource constraints in the communication system, soit is significant that how to exploit and distribute the resource reasonably.In this paper, we present a new algorithm for the downlink resource allocation inmulti-cell OFDMA systems. Firstly, to simplify further, the whole procedure is dividedinto two steps, a non-cooperative power allocation is formulated after user schedulinghas determined. Secondly, in order to improve system level fairness, we put Max-Minalgorithm, Greedy algorithm and asymptotic fair algorithm in optimal fractionalfrequency reuse (FFR), and proposed a novel user scheduling algorithm. Finally, inorder to control the co-channel interference among the neighboring cells, we put thegame theory in the multi-cell power allocation, and introduce distance between eachscheduled user and base station into its pricing function, and present a new pricingmechanism.Simulation results demonstrate that the proposed algorithm improves system levelfairness with good performance in terms of system throughput, and can reduce averagepower.
