With the rapid development of networks and information technology, networks havebecome indispensable facilities in people’s lives, and have played a very important role insupporting social development and progress. There are varieties of emerging networktechnologies, which complement and compete with each other. They constitute a newgeneration of heterogeneous networks. In heterogeneous and diverse networks, how to realizethe network convergence becomes a hot research in next generation network that can meetrequirements of users for quality of the network service, such as high bandwidth, low delay,low cost, wide coverage and other requirements. Vertical handoff realizes seamless andcontinuous communication among different kinds of networks and solves the heterogeneity ofnetworks and diversity of business. Vertical handoff is one of the key technologies and thefoundation of network convergence, so the study of vertical handoff is of great significance.An application-oriented vertical handoff decision algorithm is given, which combineswith cross-layer design methodology. The algorithm perceives network environments anddemand changes and takes varieties of information as the basis of decision-making. On thisbasis, a vertical handoff based on cognitive ring in heterogeneous networks is proposed.First of all, the important roles of vertical handoff in heterogeneous networks areanalyzed and the related concepts are introduced in this article.The research status at homeand abroad for cognitive ring and vertical handoff are analyzed.Then, common decision algorithms are introduced and analyzed. According todeficiencies and improved analytic hierarchy process, an application-oriented vertical handoffdecision algorithm is given that combines with multi-attribute decision making.Moreover, with the combination of cognitive ring, a method of vertical handoff inheterogeneous networks is designed. Vertical handoff is composed of three stages, includinghandoff trigger, handoff decision and handoff implementation. The method is designed andimplemented from these three stages.At last, the simulation platform is built.The application-oriented vertical handoffdecision algorithm is validated. And the vertical handoff method based on cognitive ring inheterogeneous networks is performed the simulation experiment about. The simulation resultsshow that the method based on cognitive ring can reduce the delay, reduce the networkblocking rate and improve quality of the network service.
