During the process of the development of enterprises, internet systems applied to companies are continuously growing, which brings the increasing of the relevant knowledge. However, many companies would not pay much attention to it and had no good method to carry on the knowledge accumulation, and huge amount of knowledge not being classified or the faculty information was out of date, thus, the enterprise cannot fast and efficiently administrate and use the official system like the computers in early time which have only several systems. Therefore, the branch of China Mobile and Design Institute of Shandong, China Mobile Communications Group, declares and designs this project, and wishes to change the similar condition of branch of China Mobile in Shandong.This article illustrates how to design and implement a JAVA-based online help system. The system is designed and built mainly based on the Struts framework. By making use of open source of Struts framework technology, we achieve the system which accomplishes the MVC (Model-View-Control) model, reduce the development costs and improve development efficiency and code maintainability, and also shorten the development cycle. Besides, it reduces the search time because of the application of the Solr searching engineer, Apache. As for the design of system security, when the user logins, they need to certificate the authority in the single Web and the users’ registration interface is provided for system administrators only.This article realizes the multiple management in the literature, such as management of the user’s article publication, article review, classification, information statistics, and the users’right management of internal and external user. The research achieves the functions of user panel control in the user management, such as user rights authentication, personal information maintenance, user group management and etc. We analyze the characteristics and requirements of online help system, and finally accomplish the design of system structure and the realization of the functions.
