In this mode, thematerial and product of program are saved as the computer files. It isinevitable that a large number of files are flowing between differentcategories of persons such as producer and auditor.The programming is a complicated project, thus the processes shouldbe standardized and tasks should be explicit. A system which transmitsfiles through network, organizes staff effectively and integrates varioussteps of program producing is necessary.By means of analyzing the relevant field of television programproducing as well as office automation, directed by the softwareengineering methods and theory, according to common demand ofprogram producing, a system named Stream system whose main task isfile flowing has been designed and developed.The task of stream system is offering help to staff in the producing, auditing and using the material files by managing files, assigningpermissions, allocating resource. The system provides personalizedservice, and reduces the workload and improves efficiency.Stream system resolves the following problems in file flowing:flowing method is too simple, files accessing is time-consuming, on lowlevel of information. Several major functional requirements based onpractical application in the television is introduced; detailed design ideasincluding splitting and parsing files, assignment of permissions, complexprocess of audit, version management, network traffic management areexplained; system architecture, key technologies and implementation ofvarious functions are described. Through the actual deployment, it isproved that the system is applicable and scalable.
