The people’s army needs to digitize their message in the information age. The infrastructure of the military has been great developed, with our comprehensive national strength has been continuously increased, in recent years. As one of the results, internet is coming into the grass-roots units such as platoons and squads.Under this new situation, it is possible for our force to manage staffs through integrated network mode. It is a new attempt. This article based on my many years experience of working in the Brigade and Regiment command, particularly on my successful experience in the construction of information management. Basing on WAB way, the system referenced in this article makes the Soldiers of Brigade and Regiment levels forces daily management system for an idea. It made a comprehensive analysis of system modules features, and proposed a three-level identification of improvement program to the RBAC Model, which was used in management system usually. It focused on the construction of database, described database designing and process building in detail, established E-R model and made a conversion of E-R model to relational model in addition. At last, it formed a data table that used when the system ran. A new perspective was proposed in this article which was "Double tree structure on vertical, horizontal to each other on Unicom". Under this framework, officers, units, training courses can be combined freely. It also formed the flowchart of holiday category and numbers of days, by abstract analyzing holiday category and length of time in our army. Also with the access control system based on RFID technology combining, formed the unique Leave and leave clearance management subsystem. At last, this article discoursed the construction of safety system through ten aspects.
