As with the fast development of Chinese economy and the improvements of people’s lives, mobile phones have become a more popularized product. Thus the SMS (Short Message Service) is widely used to pass information among users, which is called "the fifth media"The influence of SMS increases dramatically with its increasing popularity these years. And some negative effects such as junk SMSs and reactionary messages are also made as well as those positive parts SMS technology have brought to people’s lives. So the Communication Bureau of Ministry of Industry and Information Technology has carried out the development of SMS investigation system, so as to extract valuable public sentiments through the massive SMSs being transferred.In this paper, the basic services and text clustering algorithms of current SMS services are given insight into, and a SMS monitor system based on Lingo is designed and implemented in combination with database migration technology. Function modules such as user management module, SMS data acquisition module, SMS clustering module and clustering results module are introduced respectively, and the structure of the system database is carefully developed.Besides that, key technologies used in SMS monitoring system such as SMS data migration, SMS text preprocessing, Chinese word segmentation and text clustering are explained in detail. Here to meet the need of Chinese word clustering in SMS investigation, Lingo algorithm is amended to include the Chinese word segmentation function and a new way of matrix factorization, thus carrying out a C-Lingo algorithm. After that, the C-Lingo algorithm is implemented in the SMS clustering module, and the SMS public sentiments analysis and discovery can be realized via text clustering. The outcome of this paper can be a practical method in SMS investigation.
